To prevent—and eventually end—human trafficking, it will take all of us. That’s why we work to coordinate action across Cuyahoga County. 

A Systems-Based Approach to Prevention.

We recognize that trafficking does not occur in isolation. It
intersects with housing instability, healthcare access, labor
practices, education systems, and economic insecurity. 

Our approach is prevention-first, systems-based, and survivor-
informed.  We empower our community to identify risk
earlier, respond consistently, and reduce gaps that can leave
individuals vulnerable to exploitation.

Rather than focus on individual interventions, we strengthen how systems interact by:

Aligning partners around shared prevention goals.

Supporting common language and consistent frameworks.

Improving coordination across systems that do not naturally work together.

Identifying gaps, overlaps, and barriers in response.

This focus helps communities move from fragmented response toward collective impact. 

From Coordination to Action.

Together in Action means that we actively work to break down barriers that inhibit communication and information sharing. Collaborative to End Human Trafficking supports partners by:

  • Facilitating cross-sector collaboration through working groups and coalition structures.
  • Supporting implementation of prevention-focused practices across systems.
  • Creating shared tools, training, and frameworks that partners can use consistently. 
  • Advancing policy conversations that reinforce prevention and early intervention. 

This helps ensure that prevention strategies are applied consistently across the systems people encounter in their daily lives.

Survivor-Informed Strategy.

Survivor leadership strengthens us by grounding larger work in lived experience and ethical practices. Survivor insight informs how we set our priorities, how we design our strategies, and how we coordinate responses.

Collaborative to End Human Trafficking’s strategy centers survivor-informed design by:

  • Embedding survivor input into planning and systems improvement. 
  • Prioritizing ethics, consent, and long-term influence. 
  • Ensuring strategies focus on reducing harm and increasing dignity. 

This approach improves both the effectiveness and integrity of prevention efforts.

Measuring Progress and Adapting.

Our strategy is intentionally adaptive. We use data, partner feedback, and survivor insight to assess what is working, identify emerging gaps, and adjust our approach as systems and conditions change.

By continuously learning and adapting, Together in Action becomes more than a framework—it becomes a living strategy that strengthens prevention across Cuyahoga County.
